Lords Reform

House of Lords reform has stalled and will not be discussed until the next Parliament.  CAER backs the use of STV which will give a constituency link and provide the most proportional method of electing Lords.

A report was published in February 2005 called "Reforming the House of Lords - Breaking the Deadlock", the authors were Kenneth Clarke, Robin Cook, Paul Tyler, Tony Wright and George Young and backed by Francis Maude and William Hague, no less. The key passages on STV are on pages 27 and 28.
