History repeating itself

John Moss, PPC for Hackney in 2005, argued for:

Cut through the log-jam of Lords reform – Elected Senators and appointed Advocates

15 year single terms for 325 Senators, one from each Local Authority area.

A peerage on retirement and no return to politics in either UK or Scottish parliament. Senators get to vote on legislation.

Advocates appointed by parties in the Commons, but they don’t get to vote, just make the case – or oppose it.

Enacted 2011-12 – elections 2012 – in place for third year of first term.

An Upper House for Scottish legislation affecting all UK citizens.

John Strafford, chairman of Conservative Campaign for Democracy and vice chairman of CAER, argued:

No political Party should be registered with the Electoral Commission unless it has a democratic constitution which can be changed by a majority of its members on the basis of one member one vote
